Crime Is Down Across Hampshire - Portsmouth News

Crime is down across Hampshire and the Isle of Wight with dwelling burglary at an all-time low.

The quarterly statistics, comparing the year ending September 2012 with the same period in 2011 were released by the Office for National Statistics yesterday (Thursday).

The figures show that burglary from homes across Hampshire and Isle of Wight is down from seven burglaries per 1000 population to six ? a drop of 22 per cent ? making Hampshire Constabulary third best performing force for reducing dwelling burglary.

Robbery has seen a reduction on 27 per cent, violence against a person causing injury is down by 15 per cent and criminal damage is down 13 per cent.

Hampshire and the Isle of Wight have seen a reduction in crime across the board from 65 per 1000 of the population to 62, making it the 10th best performing force for reducing crime.

Simon Hayes, Police and Crime Commissioner for Hampshire, said: ?I would like to praise the work of all Hampshire Constabulary officers and staff in reducing crime across Hampshire and the Isle of Wight. I continue to be impressed by the dedication shown by everyone in the force to make our communities safer.

?The role of partner organisations in the overall reduction of crime cannot be ignored either, and this is something I am looking to strengthen in the coming years to ensure that wider community solutions are drawn up to address the problems in society, and that there is not an expectation of the police alone to deal with it.

?These figures provide a strong indication of the direction of travel for the force. I will be sitting down with the new chief constable as part of my regular meetings with him to look closely at these figures and to satisfy myself that Hampshire Constabulary can continue to sustain this level of performance and will remain one of the top performing forces in the country.?

?The 12 per cent reduction in total crime across Hampshire and the Isle of Wight is testament to the tireless dedication, commitment, hard work and ?one team? approach of officers and staff.

?Burglary has been a particular focus of the force in recent years, under the banner Operation Nemesis. It is a horrific crime which can have a long lasting effect on its victims, leaving people feeling vulnerable in the one place they are supposed to feel the most secure.

?I am very pleased to see that dwelling burglary has now reduced across Hampshire and the Isle of Wight by 22 per cent. I?m confident this reduction will continue under the new chief constable.?

The force area has seen an increase in drug crime of seven per cent largely down to the work of proactive initiatives such as Operation Fortress, the force?s response to the issue of drug related violence in Southampton.

Launched in May 2012, the campaign has brought together agencies from across the city to find long term solutions tor restricting the supply of drugs, reducing the demand for drugs and helping to rebuild communities.

The Operation Fortress team has already seen those initially targeted by the campaign jailed for drug dealing offences.

The semiautomatic rifles look like they belong in a war zone instead of a suburban public school, but officials in this Los Angeles-area city say the high-powered weapons now in the hands of school police could prevent a massacre.

Fontana Unified School District police purchased 14 of the Colt LE6940 rifles last fall, and they were delivered the first week of December ? a week before the Connecticut school shooting. Over the holiday break, the district's 14 school police officers received 40 hours of training on the rifles. Officers check them out for each shift from a fireproof safe in the police force's main office.

Fontana isn't the first district to try this. Other Southern California districts also have rifle programs ? some that have been in operation for several years. Fontana school police Chief Billy Green said he used money from fingerprinting fees to purchase the guns for $14,000 after identifying a "critical vulnerability" in his force's ability to protect students. The officers, who already wear sidearms, wouldn't be able to stop a shooter like the one in Connecticut, he said Wednesday.?


"They're not walking around telling kids, 'Hurry up and get to class' with a gun around their neck," the chief said. "Parents need to know that if there was a shooter on their child's campus that was equipped with body armor or a rifle, we would be limited in our ability to stop that threat to their children."?

Some parents and students, however, reacted with alarm to the news that school resource officers were being issued the rifles during their shifts. The officers split their time between 44 schools in the district and keep the rifles in a safe at their assigned school or secured in their patrol car each day before checking the weapon back in to the school police headquarters each night.?

Only sergeants trained for years to use the rifles are authorized to check out the rifles from the police armory, where they are kept.?

"If the wrong person gets ahold of the gun, then we have another shooter going around with a gun. What happens then?" said James Henriquez, a 16-year-old sophomore who just enrolled at Fontana High School this week after moving from Texas.?

Other students said they felt disillusioned that officials would spend money on semiautomatic rifles while the district eliminated its comprehensive guidance counseling program two years ago.?

"They should get guns, but not as many and not spend so much money on them," said student Elizabeth Tovar. "They should use the money to get back our counselors because a lot of us really need them."?

The district saved millions by restructuring guidance services, said Superintendent Cali Olsen-Binks.?

The 40,000-student district came up with the school rifle program after consulting with top school safety experts and looking at what other large districts had done, said Olsen-Binks.?

Santa Ana Unified School District, in nearby Orange County, has had a rifle program for about two years that operates similarly to the one Fontana has started, said police Cpl. Anthony Bertagna.?

The Los Angeles School Police Department also deploys rifles to its officers as needed, the department said in a statement. It would not say how many rifles district police have but said the weapons are kept in the department's armory and are handed out and returned daily.?

"I came from a teaching background, and it's appalling to think that we'd have to have security officers ? let alone armed police officers ? on our campuses," Olsen-Binks said. "But the bottom line is ... everybody has anxiety over school safety right now."?

Latest reports tip Samsung Galaxy S4 for April release following March 'Unpacked' event

The latest round of reports have Samsung’s Galaxy S3 successor coming to market this April, following an unveiling at a March “Unpacked” event in the United States.

Firstly, Korean news outlet Asian Economies reports via “telecommunications industry” sources that Samsung is planning to unveil the Galaxy S4 at an "Unpacked" event in the U.S. in late March. Specifically, Friday, March 22 was highlighted as a likely date for Samsung Mobile Unpacked 2013, which is said to be the largest such event yet. If accurate, it’d be the first major Unpacked event in the U.S. since the original Galaxy S made its debut in 2010.

News of a possible Galaxy S4 unveiling this March, also fits with the second report we’re seeing today, which comes via Samsung fansite SamMobile. SamMobile’s sources have a pretty consistent track record in revealing details of pre-release Samsung handsets, and today the site claims that the Galaxy S4 is on track for launch sometime in April.

The S4, supposedly known internally by the codename “Altius,” is said to come in black and white color options initially. It’s reported that current shipping timetables call for the device to become available from week 15 of this year -- that's the week commencing April 15. Other information reported by SamMobile includes details of the phone’s battery -- allegedly a 2600mAh unit -- and apparent confirmation of earlier rumors of an optional wireless charging back. This accessory is to be sold separately within "a couple of weeks” of the S4’s launch, the site claims. (That’d be an improvement on the lag time of several months for official Galaxy phone accessories in years past.)

It’s worth taking reports of this nature with a pretty major pinch of salt until the official confirmation arrives. Nevertheless, the more reliable Galaxy S4 rumors seem to be crystallizing around a late Q1 or early Q2 launch window. A stateside unveiling would certainly make sense for Samsung, given the importance of the U.S. market. What’s more, an Unpacked event less than a month after Mobile World Congress would minimize the amount of breathing space given to Android rivals like HTC, which is expected to use MWC to unveil its major 2013 handsets. Keep it locked to Android Central in the months ahead -- it’s going to be a crazy year, and things are just getting started.

(AP) ? More than half the Senate on Wednesday urged quick approval of the Keystone XL oil pipeline, ramping up pressure on President Barack Obama to move ahead with the project just days after he promised in his inaugural address to respond vigorously to the threat of climate change.

A letter signed by 53 senators said Nebraska Gov. Dave Heineman's approval of a revised route through his state puts the long-delayed project squarely in the president's hands.

"We urge you to choose jobs, economic development and American energy security," the letter said, adding that the pipeline "has gone through the most exhaustive environmental scrutiny of any pipeline" in U.S. history. The $7 billion project would carry oil from Canada to refineries along the Texas Gulf Coast.

"There is no reason to deny or further delay this long-studied project," said the letter, which was initiated by Sens. John Hoeven, R-N.D., and Max Baucus, D-Mont., and signed by 44 Republicans and nine Democrats. Another Democrat, Jon Tester of Montana, supports the pipeline but did not sign the letter.

At a news conference Wednesday, senators said the pipeline should be a key part of Obama's "all of the above" energy policy, in which he has expressed support for a range of energy sources from oil and natural gas to wind, solar and coal.

The Obama administration has twice thwarted the 1,700-mile pipeline, which Calgary-based TransCanada first proposed in late 2008. The State Department delayed the project in late 2011 after environmental groups and others raised concerns about a proposed route through environmentally sensitive land in Nebraska.

Under pressure from congressional Republicans to make a decision on the pipeline, President Barack Obama blocked it in January 2012, saying his concerns about the Nebraska route had not been resolved. TransCanada submitted a new application last spring.

The State Department said Tuesday it does not expect to complete a review of the project before the end of March. The State Department has jurisdiction over the pipeline because it crosses a U.S. border.

The renewed focus on the pipeline comes as Obama pledged during his inaugural address to respond to the threat of global warming. Environmental groups and some Democratic lawmakers argue that approving the pipeline would directly contradict that promise.

"If we are going to get serious about climate change, opening the spigot to a pipeline that will export up to 830,000 barrels of the dirtiest oil on the planet to foreign markets stands as a bad idea," said Anthony Swift of the Natural Resources Defense Council.

The pipeline would carry heavy oil derived from tar sands in western Canada. The heat-intensive process uses more energy than traditional oil, producing more heat-trapping gases that contribute to global warming.

Environmental groups have been pressuring Obama to reject the pipeline, citing the oil's high "carbon footprint." They also worry about a possible spill.

At a news conference Wednesday, senators from both parties said the Nebraska decision leaves Obama with no other choice but to approve the pipeline, which would carry up to 800,000 barrels of oil a day from tar sands in western Canada to refineries in Houston and other Texas ports. The pipeline also would travel though Montana, South Dakota, Nebraska, Kansas and Oklahoma.

"No more excuses. It's time to put people to work," Baucus said.

"Back home, we call this a no-brainer," added Sen. Joe Manchin, D-W.Va.

Hoeven, of North Dakota, said the tar sands oil will be produced whether or not the U.S. approves the project. "Our choice is, the oil comes to us or it's going to China," he said.

Nebraska's approval of the pipeline means all six states along the proposed route now support the project, said House Speaker John Boehner, R-Ohio. Majorities in the House and Senate also have endorsed the pipeline. National polls repeatedly show a majority of Americans back the project.

Boehner said he recognizes the political pressure Obama faces from environmental groups and other opponents, but said "with our energy security at stake and many jobs in limbo, he should find a way to say yes."

White House spokesman Jay Carney said Tuesday that the State Department was reviewing the project and he did not want to "get ahead of that process."

Once that review is completed, "we'll obviously address that issue," Carney said.

Meanwhile, Secretary of State nominee John Kerry said he plans to divest holdings in dozens of companies in his family's vast financial portfolio to avoid conflicts of interest if he is confirmed by the Senate.

Kerry, a Massachusetts Democrat, said he would not take part in any decisions that could affect the companies he has holdings in until those investments are sold off. Among the investments are holdings in two Canadian companies, Suncor and Cenovus Energy Inc., both of which have publicly supported the Keystone XL pipeline. Kerry's investments are in family trusts.

J&J 4Q profit jumps on higher sales, lower charges

NEW BRUNSWICK, N.J. (AP) ? Higher sales helped Johnson & Johnson post a much bigger fourth-quarter profit than a year ago, when a slew of charges depressed results.

However, the company's 2013 profit forecast, for $5.35 to $5.45 per share, came up short of the average analyst estimate of $5.49.

The New Brunswick, N.J., company said Tuesday that net income was $2.57 billion, or 91 cents per share, up from $218 million, or 8 cents per share, in 2011's fourth quarter.

Excluding about $800 million in one-time acquisition and litigation charges, earnings in the latest quarter would have been $3.38 billion, or $1.19 per share. That beat the expectation of analysts by 2 cents per share.

The maker of prescription drugs, consumer health products and medical devices says revenue totaled $17.56 billion, just shy of analysts' average estimate of $17.69 billion.

"Our results included strong growth of key products, successful new product launches and the addition of Synthes," CEO ALex Gorski said in a prepared statement. "We continued to make important investments building strategic partnerships and in advancing our pipeline, positions us well for delivering sustainable growth."

But J&J's long-running manufacturing quality problems continued to hurt sales of consumer health products, which were down 3.6 percent in the U.S. and 0.4 percent worldwide at a total of $3.65 billion. The company has issued about 30 recalls of Tylenol, Motrin and other products since September 2009. Upgrading its factories and getting all the products back in stores has dragged on far longer than the company initially predicted.

Sales of medical devices and diagnostics, J&J's largest business, helped compensate for that with a 13.7 percent increase, to a total of $7.38 billion. Prescription medicine sales rose 7.1 percent, to $6.53 billion.

The one-time charges included more reserves and other costs for recalls of the company's DePuy hip implants, costs related to the June acquisition of surgical trauma equipment and orthopedic implants maker Synthes Inc. and some research and development costs.

President Obama's inauguration will honor the memory of MLK ...

Washiongton -- Monday's inaugural may be President Barack Obama's big day, but Martin Luther King Jr. will loom large over the festivities. A quirk in the calendar pushed Obama's public swearing-in onto the national holiday honoring the slain civil rights leader, and inaugural planners have taken pains to acknowledge that fact. Going into his second term, Obama seems to have put King at the front of his mind, too.

The president has referenced King in speeches, and the weekend of inaugural festivities opened Saturday with a national day of service in King's honor. Obama and his family also helped spruce up an elementary school in southeast Washington. The Obamas have performed community service work on the King holiday in each of the past four years.

Obama spoke at the 2011 dedication of a monument to King on the National Mall and is likely to include King in his inaugural address.

The president has said King is one of two people he admires "more than anybody in American history." President Abraham Lincoln is the other. In a nod to that admiration, Obama will take his ceremonial oath of office Monday using Bibles owned by both men. Lincoln's Bible, which Obama also used in 2009, will rest on top of King's, which is larger.

"The movements they represent are the only reason that it's possible for me to be inaugurated," Obama said in a video released by inaugural planners.

Obama is perhaps the most high-profile product of King's quest for civil rights and racial equality in the U.S. He credits King for his own political victories, particularly the 2008 election win that lifted him over the highest hurdle for minorities in American politics.

Even with that, there are distinctions in their styles. While King was a staunch advocate for the poor and downtrodden, Obama has been faulted by critics who say he's been reluctant to push issues of concern to black people and take steps to reduce high rates of black unemployment. Where King opposed wars in general and was an unwavering advocate of nonviolence, Obama has shown himself to be willing to target and kill leaders of terrorist groups overseas.

Fredrick Harris, director of Columbia University's Center on African-American Politics and Society, argues that Obama's reluctance to bring black issues to the forefront undermines the work of King and other civil rights leaders whose efforts made his presidency possible.

"Dr. King died in 1968 fighting for low-wage garbage workers in Memphis, Tenn. He was starting a national poor people's movement to address the issues of poverty," Harris said. "With the president, a Democratic president for that matter, who has spoken less on race or the poor or poverty than any Democratic president in a generation, it is problematic when we think of that aspect of King's legacy."

On at least one foreign policy issue, the Middle East, Obama and King seem to be in accord. Lewis V. Baldwin, a religious studies professor at Vanderbilt University, writes in a new book that Obama's approach to Israeli security and empowering the Palestinians dovetails with King's thoughts on the matter.

On the jacket of Baldwin's book, "In a Single Garment of Destiny," Obama explained his take on King's idealism.

"When met with hardship, when confronting disappointment, Dr. King refused to accept what he called the 'isness' of today. He kept pushing for the 'oughtness' of tomorrow," Obama wrote.

Obama recognizes his role in U.S., and even world, history and how he has benefited from the work of King and other civil rights advocates. During his presidency, he has paid regular tribute to King, who was assassinated in April 1968 in Memphis, Tenn., when Obama was just 6 years old. American's first black president will deliver his second inaugural address looking out across the National Mall toward the Lincoln Memorial, where King delivered his "I Have a Dream" speech nearly 50 years ago.

One of eight floats scheduled to participate in the parade down Pennsylvania Avenue between the Capitol and the White House will honor King, featuring his image and a representation of his quote "out of the mountain of despair a stone of hope."

Rep. John Lewis, D-Ga., a veteran of the civil rights movement who knew King and knows Obama, said the symbolism is overwhelming.

"It is almost too much to believe that we would commemorate this year, the 150th anniversary of the Emancipation Proclamation, the 50th anniversary of the march on Washington," Lewis said. "I don't know what you'd call it, something about time and history and fate all coming together."

Lincoln issued the proclamation on Jan. 1, 1863, during the Civil War, declaring all slaves in states rebelling against the Union to be "forever free."

Vicki Crawford, director of Morehouse College's Martin Luther King Jr. Collection, said the inauguration falling in a year of civil rights milestones is a prime opportunity for the nation to re-examine its past and look ahead to the future.

"Obama is a part of the continuum of a history that began before Dr. Martin Luther King," she said. "It's a long history of struggle to make America the place it should be to make real on the promise of democracy. This is a momentous time; 2013 is a crossroads."

Harris, the Columbia University professor, said that while King's moment in 1963 and Obama's in 2013 are evidence of how far the country has come despite persistent racial polarization, he would like to see Obama start to emphasize issues that were important to King.

"I would also hope that this won't be just a day of recognition but also that it will point in some direction in the second term that the president will begin to speak much more clearly and forcefully about the persistence of racial inequality in American life," he said.

(AP) ? Beyonce drew a loud cheer from the audience Monday even before her impressive rendition of the national anthem.

The applause started when she took her place with Jay-Z at the Capitol to watch President Barack Obama take the oath for his second term in office. The two stopped to chat with the Rev. Al Sharpton.

James Taylor kicked off the musical performances, strumming his guitar and singing "America the Beautiful." Kelly Clarkson followed with a different arrangement of "My Country 'Tis of Thee." Then Beyonce was introduced and the crowd again roared its approval.

Beyonce had a definite fan in Supreme Court Justice Clarence Thomas, who applauded eagerly after she finished singing the national anthem. She offered R&B-esque vocal riffs as she sang on and the crowd seemed to love it, cheering loudly as she finished. Clarkson, too, hit high notes.

Beyonce may have been the star musical attraction, but she had plenty of company from Hollywood at the Capitol on Monday. Katy Perry and John Mayer sat side-by-side, with Perry in an orange-striped coat and wide hat, and Mayer in dark sunglasses. Singer-songwriter Ke$ha was there, too.

People flocked to the colorful pop star, snapping photos. And Perry did the same, taking shots of "Girls" actress and daughter of news anchor Brian Williams, Allison Williams.

Actress Eva Longoria was seated on the platform outside the Capitol after making an appearance at a Kennedy Center performance Sunday night. Perry sang at the children's concert the night before.

Former Boston Celtics great Bill Russell was in the crowd, too, along with actor Marlon Wayans.

Diplomat named Algeria attack leader and captor, one-eyed "Jack"

WASHINGTON (Reuters) - Veteran Canadian diplomat Robert Fowler is one of few westerners to have been taken captive by Islamist militant leader Mokhtar Belmokhtar, and to have lived to tell the tale.

Belmokhtar has claimed responsibility on behalf of al Qaeda for the four-day siege in Algeria last week that resulted in the deaths of at least 23 hostages and 32 militants, according to a regional website.

Algerian officials have also blamed Belmokhtar's group for the attack, one of the worst international hostage crises in decades, though they said he was not there himself.

Fowler, a retired foreign service officer whose career included a long posting as Canada's ambassador to the United Nations, was appointed in 2008 as the U.N. special envoy to Niger, which was torn by civil strife driven by a Tuareg insurgency in the uranium-rich north of the country.

Fowler, fellow Canadian diplomat Louis Guay, and their driver were on their way back to Niamey, Niger's capital, just before the weekend in mid-December 2008 when their vehicle was blocked and waylaid by three militants in a pickup truck armed with AK-47 assault rifles. The attackers bound the diplomats and their driver, threw them into the back of their truck, and drove off the road and into the heart of the Sahara Desert.

Fowler told Reuters that after an 1,100-kilometer (680-mile) trek across unmarked sands, the three captives and their three captors arrived at an encampment on a hill marked by four pickup trucks rigged with heavy machine guns. For the next eight weeks, Fowler said, he and his fellow prisoners were confined to a patch of desert on the hill, with only one or two rare visits to a tent. There they were forced to make "proof of life" videos that were circulated to Western media as ransom messages.

Penned in the open desert day and night, he and his colleagues were uncomfortable and terrified. Throughout their captivity, the prisoners ate little more than rice cooked in powdered milk, Fowler said.

"It was appalling food ... and iffy water," he said.

Fowler believes that during most of their 130 days in captivity, he and his fellow prisoners were held somewhere in the remote deserts of Mali.

Earlier this month, French President Francois Hollande ordered French troops into that sparsely populated north African country to combat Islamist and Tuareg rebels, who were advancing toward the Malian capital, Bamako.

Not long after the three prisoners arrived in the desert, Fowler said they had their first encounter with the man they learned was the "emir," or leader of the group of captors. The group described themselves as members of al Qaeda in the Islamic Maghreb (AQIM), the north African affiliate of the central al Qaeda network.

The emir, a short, intense man who was older than the men who captured and guarded the prisoners, wore a black turban and called himself Khaled. But his most striking feature was that he had only one eye. It was said that he had lost the other while fighting with Islamic warriors against the Soviet occupation of Afghanistan.

Fowler, who published a book on his experiences entitled "A Season in Hell," said he is certain the one-eyed man was Mokhtar Belmokhtar, then a top commander of AQIM, a group noted then and now for kidnapping for ransom and other criminal activities including cigarette smuggling.

INTENSE AND MECURIAL EMIR

To give themselves with some privacy in their discussions, Fowler and the other captives gave their captors nicknames. To the intense and mercurial emir, they awarded the moniker "Jack," in honour of the one-eyed figure on playing cards.

Fowler said Jack did not live at the site with his captives but would visit them irregularly, first at the hilltop encampment and then at a series of 23 different locations where they were held during an itinerant period of several weeks.

Sometimes, he said, Jack would come and talk to them for an hour and then disappear for days. Sometimes he would stay with them for three days at a time.

These encounters were not friendly or intimate.

"He was a very focused guy," Fowler said. He told his captives that they were "prisoners of war," "apostates" and "infidels," captured in a struggle between righteous Islamic fighters and evil Western powers and the United Nations. "He was all business all the time," though sometimes the captors lightened up slightly as they tried to convince their prisoners to convert to Islam.

"If we wanted to talk about anything, it was through the prism of Islam," Fowler said.

Jack spoke only Arabic and Tamasheq, a Berber language spoken by the Tuareg, so Fowler and his fellow captives spoke to him in French, which was then translated to Jack by associates who themselves spoke that language flawlessly.

After more than four months in captivity, Fowler said, he and his fellow prisoners were introduced to an older, more courtly militant, who told them they were about to be freed. The process of their release, however, took another 11 days, during which Guay's life was threatened and Fowler concluded that he himself would never make it out alive.

Throughout the terrifying endgame, Fowler says, Jack and a fellow emir, who called himself Abu Zaid, were "very much involved." Abu Zaid turned out to be holding two European women as hostages.

Eventually, Fowler said, his two fellow captives and Abu Zaid's two female hostages were driven to a town on the road to Bamako and released.

Toward the end, Fowler's captors had said: "Your country doesn't want you back, but we are going to release you."

Canadian Prime Minister Stephen Harper has denied that Canada paid a ransom to free the diplomats. A U.S. State Department cable released by the WikiLeaks organization, and cited by Toronto's Globe and Mail newspaper, quotes Libya's intelligence chief at the time as saying a ransom was paid, but not how much or by whom.

Western security officials said Belmokhtar subsequently fell out with, or was ejected from the al Qaeda affiliate either because he was too pushy or too interested in self-promotion.

U.S. and European officials say that as the leader of the AQIM spinoff, which launched the latest bloody attack and hostage taking at BP's gas plant in remote Algeria, Fowler's one-eyed Jack has acted true to form.

Court: Elmhurst pumping firm drained workers - Business ...

A federal court has ordered the owner of Elmhurst-based ABD Tank & Pump Co. to repay $2.7 million that was illegally skimmed from the company?s 401(k) plan.

The ruling followed an investigation by the U.S. Department of Labor?s Employee Benefits Security Admin?is??tration (EBSA), which filed a lawsuit in federal court to recover the funds. The court entered a default judgment in EBSA?s favor.

The court order requires ABD to repay all the funds, plus interest that would have accrued. It also permanently bars the company from acting as a fiduciary in any retirement plan covered by the Employee Retirement Income Security Act.

Note: It may be tempting to use an employee retirement plan to augment your cash flow if your business is starting to tank. But watch out. As this case shows, that kind of malfeasance is illegal, and a good way to flush the goodwill of your employees down the drain.

Bellator?s ratings on Spike were a mixed bag

The ratings news for Bellator's heavily hyped debut on Spike TV Thursday was decidedly mixed. The average viewership of 938,000 made it the most-watched show in the promotion's four-year history, though it lost nearly half of its audience that was delivered by TNA Impact Wrestling.

Bellator's move to Spike was precipitated by the end of the UFC's seven-year relationship with Spike in 2011. The UFC broadcast the first season of "The Ultimate Fighter" on Spike in 2005 as a time buy, then stayed on the network for six more seasons.

When the UFC signed an exclusive seven-year deal with Fox in 2011 that put its live events and programming on Fox, FX and Fuel, Spike was without mixed martial arts content. But Spike parent Viacom owns a controlling interest in Bellator and not long after the UFC's departure, Spike and Bellator announced a broadcast relationship.

Spike had a non-compete clause with the UFC and could not air other promotions' MMA content in 2012, so it continued to air replays of UFC content through the year. But in January, Spike was free to air Bellator programming and quickly began, airing Bellator 360 on Jan. 3 and Jan. 10.

Both Spike and Bellator officials banked heavily on the fact that Spike's nearly 100 million television homes would dramatically improve Bellator's ratings. That, in fact, occurred.

The title doubleheader in Irvine, Calif., on Thursday that featured lightweight Michael Chandler defeating Rick Hawn and featherweight Pat Curran besting Patricio "Pitbull" Freire was nearly triple the greatest viewership in its history. Bellator drew 325,000 viewers to MTV2 for Bellator 44 on May 14, 2011. MTV2 is in about 81 million homes.

By that standard, Bellator MMA Live Thursday on Spike was a grand slam home run.

However, it failed significantly in several other categories. It had a strong lead-in from TNA Impact Wrestling, which averaged 1.82 million viewers, and failed to keep it. Bellator MMA Live shed 49 percent of the audience the wrestling show delivered. The number of males 18-34, which is MMA's primary demographic, was roughly the same for wrestling and Bellator. TNA Impact Wrestling drew 141,000 18-to-34-year-old males, while Bellator increased that slightly to 149,000.

The biggest concern for Spike and Bellator officials has to be its performance among 18-to-34 year-old males. Season 13 was the worst-perform year of The Ultimate Fighter, yet it still averaged 578,000 among men 18-34. That was 388 percent better than Bellator's performance Thursday among the same demographic.

The worst the UFC ever did on Spike among males 18-34 was at Ultimate Fight Night 22, when he it attracted 445,000 viewers in the demographic.

Bellator MMA Live also declined Thursday in six of its quarter hour segments, suggesting viewers turned away. A big reason likely is the time slot, given that it began airing live at 10 p.m. on the East Coast. Normally for fight cards on television, the final quarter hour segment or the final two quarter hour segments draw the highest viewership, because that is when the main event is airing. But in Bellator's case, the final two quarter hour segments were its lowest.

In the first 15-minute segment, Bellator hit its peak of 1.219 million viewers. That was still a 33 percent decline from the number Spike had watching wrestling. The show ran 12 minutes long, meaning there were nine quarter hour segments, and Bellator saw a drop from the previous quarter hour in six of them.

It averaged 1.219 million at the open, from 10 p.m. to 10:15 p.m., according to Nielsen numbers. That went to 1.025 million from 10:15 p.m. to 10:30, then ticked up slightly to 1.033 from 10:30 to 10:45. But it had a sharp decline from 10:45 to 11, dropping to 871 thousand viewers.

It also performed poorly against all 14 seasons of The Ultimate Fighter on Spike. The UFC's reality show had a high average viewership of 2.957 million viewers in Season 10, which featured Kimbo Slice. Its lowest-rated season was Season 13, which averaged just 1.38 million viewers.

It also didn't do as well as any of the 26 separate Ultimate Fight Night cards the UFC aired on Spike. The Fight Night cards were numbered Fight Night 1 through 25, with a special card called Ortiz-Shamrock as the 26th.

Those ratings ranged from an average of 4.169 for the third Tito Ortiz-Ken Shamrock fight to 1.151 million for Ultimate Fight Night 22 on Sept. 15, 2010.

It certainly wasn't a home run for Bellator and Spike, though it was not a disaster. The ratings were OK and need to go up to maintain advertiser interest. Significantly, Bellator is going to have to find a way to attract those 18-to-34 year-old males that advertisers covet for it become a long-term success.

The numbers it was attracting on MTV2 were genuinely disastrous, though the cards were aired in standard definition, not high definition. The first Bellator show on Spike was more like a single than a home run in terms of ratings performance, but there is at least room to grow.

Florida university takes over undersea science lab

MIAMI (AP) - Florida International University is taking over an undersea research lab in the Florida Keys National Marine Sanctuary.

Aquarius Reef Base sits on the ocean floor a few miles off Key Largo. It allows scientists to live and work underwater for days at a time without coming up for air.

FIU officials said Tuesday the school received a grant to maintain the lab for the National Oceanic and Atmospheric Administration in 2013. The school also will develop a business model for funding operations there.

Aquarius was the last government-funded underwater lab until the Obama administration cut its funding. It was scheduled to shut down at the end of 2012.

The University of North Carolina Wilmington ran the lab for NOAA from 1991 until last year.

Legal Experts Say Gov. Corbett's NCAA Lawsuit Won't Go Far ? CBS ...

PHILADELPHIA (CBS) ? A recent poll shows that majority of Pennsylvanians support Governor Tom Corbett?s decision to sue the NCAA for its harsh penalties against Penn State.

?I think it is a potential long shot,? says Andrew Brandt, who teaches sports law at Villanova University Law School and is a sports and business analyst for ESPN.

He says Governor Tom Corbett?s lawsuit alleges that the citizens of Pennsylvania have been damaged by the NCAA sanctions against Penn State through the loss of revenue brought to the Commonwealth via games in Happy Valley. But he says Corbett will have an uphill battle proving his case.

?The economic impact argument seems curious because none of the penalties dealt with not having the games,? says Brandt. ?So all of the ancilar benefit of having games at Happy Valley, that did not change.?

Brandt says there are some arguments that the lawsuit could at least pass the laugh test since some opponents of the sanctions say the NCAA may have overstepped its bounds getting involved in the Jerry Sandusky scandal.

?The NCAA gets involved in things like recruiting, giving athletes benefits, taking them out to dinners and lunches, paying them,? says Brandt. ?The argument is that these Sandusky crimes were being dealt with by the authorities, they should have been dealt with through criminal cases. But when looking at both sides, the NCAA was right to step in.?

Brandt says the questionable lawsuit raises questions as to why it was filed in the first place.

?This was an agreed upon agreement. For the governor to say six months later that, hey we don?t like that, when there are quotes from the governor saying we are happy that we can move forward, well, that seems curious,? he says.

Brandt says the Governor will likely have to overcome challenges to his ability to even bring the lawsuit, which could end the battle over sanctions before it even begins.
