President Obama signed a proclamation on Friday designating nearly 5,000 acres of high desert at Chimney Rock, the site of a striking rock formation in southwestern Colorado, as a national monument. Ken Salazar, the interior secretary, and Tom Vilsack, the agriculture secretary, flew to Colorado for the ceremonial designation.
